Check the Easter March 08 Edition of RADIO WORLD NEWSPAPER and the cover article is concerning the October 2007 FCC-NCE-FM-window of New Bohemia's Iowa-FM CPR station KCPR-Coggin.
March 7, the FCC released an initial list of groups of mutually exclusive ("MX") NCE FM applications that it will begin processing in 30 days unless the applicants in a group advise the FCC they are in settlement discussions. New Bohemia Group is in MX Group 78, with a second applicant, Calvary. This is good +Charities.
Under the FCC's rules, New Bohemia's application prevails over Calvary's application. We look to clear a runway for the FCC to land this baby in Coggin under the of name New Bohemia: cpr Community Public Radio as the tentative selectee to receive the construction permit to build the new IowaFM radio station. The agency could make that announcement as soon as 4th of July.
It was a general construct that it would take at least until after the digital convergence. There were many applications that were successful in receiving a channel 6 waiver; they were all tossed out. All plans with waivers were denied in February. Davenports KWQC Channel 6 moving to channel 32 impacts us considerably. In the spectrum if Television Channels we begin with 2-6 then there is a break in the spectrum for FM radio frequencies before it resumes with channel 7 on up the bandwidth. That means we may be able to re-situate our antenna pattern with only a minor modification after 19 Dec 2009. Construction Permits have 3 years to complete construction. May not hurt to ask, but that will cost money, too... So if you can spare some send it NewBo:IowaFM

When someones asks "what is Community Media? It is difficult to encompass an answer. Because as the wise Geo. Stoney says "It's about who Community Media is WITH!" We are all in this together depending how big a tent you want to walk under. Building a Community Identity is NOT a slick slogan, nor is it a new street or park: so much as WITH a Community of persons who reside and give that Community shape and empower them selves WITH visions of truth and understanding. [http://NewBohemia.org] and WITH a small group of Community Producers create a better community; [http://FMtube.org] by building Community Accessible Media Services [http://CAMS.iciaus.com] Community Participation as/like what is called for in the Constitution of the United States of America's Bill of Rights.
So to imagine Community Media blanket the heartland is a resonating thought in the right direction: No matter what political / philosophical compassing: Community Media spreading like morels across the forest floor... each community a participant: continuing the American Story with our local story, song, journals and journalism.
Here we are, Iowans thinking outside of traditional sources and familiar funding streams to seize an FCC window opening to construct this bbc style-public media: with us, by us and for all:NewBo:IowaFM. Exercising an experiment of cultures With agricultures, arts With artistries, journals With journalisms. And WITH YOU we will do our share to continue the American story... from a little NewBoMatyk*Studio of New Bohemia's.

We have a lot of loss leader even though the Licenses are free. To create a successful aplication you accrue expenses of Engineering, Legal, Graphics, and Maximizing. $12,184.
Luckily, New Bohemia Group, Inc. with support from Iowa Women for PEACE producers and from producers at Public Access Television 18-I.C., members of the Open Telecommunications Society and the Hoover Studio for the Public Interest, Convenience & Necessity AND a generous grant from Dave and Carol Bradley: brought IowaFM into existence.

IowaFM seeks to spring cpr - Community Public Radio helping Iowa Communities to establish this Network from low-cost Low-Power FM-Affiliate Stations who link wall to wall with us across the state. It will take the creation of a dozen Citizen Media Centers; likely with the help of established NPO's and Community Colleges.

If New Bohemia is announced as tentative selectee, Calvary Plus Charities may challenge us with a petition to deny, which can be filed within 30 days after that announcement. In such a petition, they would spend alot of money to inhibit NewBo's Technologically Superior IowaFM Plan. It may also attempt to challenge NewBo's qualifications to be a licensee. We hope to count YOU ALL to be among our contributing cooperative members.
It is quite likely that Calvary Plus Charities will throw in the towel as NewBo is the better plan for selectee. However, if there is fuss, NewBo's have the opportunity to oppose it and eventually prevail it.

Present Non-Commercial Educational Community Radio. New Bohemia has assembled a team of professionals to achieve a permanent Full-Power Radio License and wish with assistance of Producers at Channel 18-PATV And with YOU: attract Citizenry interested in creating new-localisms by contributing to an FM-Radio Station dedicated to the production of original radio programing. We may book time with Community Producers in PATV-Studios and serve a stream on the web until a formal FCC license arrives and we can take to the ether: In the meantime we may begin working ideas or material of journals in developing creative ideas that may become eligible to achieve Iowa Humanities grants hosted through a building consortia of Civic Groups and 501c3 NPO's. As contributions of construction materials, expertise, and/or funds that make it possible to open 2 studios: Cedar Rapids Center for Peace and Hoover Studio of Public Interest, Convenience, and Necessity located in West Branch.
